The cookie dough can be prepared with a hand mixer or stand mixer.
Preheat oven to 350°F. Line 2 baking sheets with parchment paper and set aside.
In a mixing bowl, add the lemon zest along with the granulated sugar and light brown sugar. Massage the zest into the sugar by rubbing between your fingertips until very fragrant.
Add the butter. Using a hand mixer, combine the sugars and butter. Add the egg and mix until light and fluffy, 2 to 3 minutes.
In a separate small bowl, combine the flour, baking powder, baking soda, salt, and poppy seeds. Add the dry ingredients to the butter mixture. Slowly mix until the dough comes together into a smooth mass.
Use a large cookie scoop to portion the dough into 12 equal pieces, about 3 tablespoons each. Gently press down to slightly flatten. Bake the cookies for 8 to 9 minutes, rotating halfway through. The cookies are done when they are slightly browned around the edges.
Cool the cookies on a wire rack for 10 minutes before adding the glaze.
To make the glaze, stir together the powdered sugar and lemon juice until thick and smooth, adding more lemon juice as needed.
Drizzle the glaze over the tops of the cooled cookies and sprinkle with lemon zest and poppy seeds.
