Preheat oven to 180°C (350°F).
Grease and flour a rectangular 22 X 11 cm (8 ½ x 4 ½ in) loaf pan.
In a small saucepan, heat the water, zest, and 60 ml (¼ cup) of the sugar over medium heat until the sugar is dissolved, about 2 minutes.
Add the butter and stir until melted. Set aside.
In a medium bowl, mix together the all-purpose and whole wheat flours, wheat germ, baking powder, baking soda, salt, almonds, poppy seeds and the remaining sugar. Set aside.
In a large bowl, whisk together the eggs, yogurt, milk, and the zest mixture until smooth. Add liquid gradually to dry ingredients and blend to form a soft dough. Pour the mixture into the pan and bake for 50 to 60 minutes.
Remove from the oven and let the bread cool in the pan for about 15 minutes.
